Verdict could use some adjustments

Our one big class defining feature, Verdict, is no longer unique and is shared with Thaumaturgists. The Inquisitor's Verdict hits raid mobs at 3% at Ancient and only lasts 10 secs. The Thaumaturgist’s spell, Tainted Mutation, hits raid mobs at 4% at Ancient and lasts 6 minutes and 40 seconds. Suggested changes:

1. The Inquisitor's Verdict needs a longer duration. Many mobs seem to stoneskin or cast some type of stun/stifle at the Verdict threshold, putting your cast timing off and then Verdict expires. Since we can Verdict at higher percentages than Thaumaturgists for heroic and solo mobs, to keep this balanced, maybe consider duration based on mob type (i.e. raid mob hit has longer duration than solo mob hit).

2. Named encounters have too high of a resistibility against Verdict. The resist needs to be lowered and/or Verdict needs a spell level upgrade. Last Verdict upgrade was at level 65.

3. The 45 second recast timer is too long, especially in light of the short spell duration and high resistibility. Please lower this to 10 secs or less, otherwise attempting to recast after a resist is a little pointless because the mob will be beat to death by the time it's back up anyway.

4. Increasing the inquisitor Verdict threshold to 5% on raid mobs would have very little effect on raid scripts, but it would make the class and leveling the ability more worthwhile.
