Overseer level 11

I'm still fairly new and trying to get the hang of Overseer quests. I have two characters who are 120 and when I get rewarded 120 level items the stats are always half of what they are already wearing; is this intentional to reward items that are useless?

Yes most of the overseer stuff is junk. You used to be able to at least transmute it or dump it in depots. You get better armor at the starting areas that Tishon's box is in.
