Fixed Internally Mail when attaining level 10 in tradeskill references New Halas

Upon reaching L10 in crafting players receive the mail from Trade Commissioner Lasarin.

Doesn't really affect gameplay, but, we shouldn't be receiving it and it could confuse new players.

Thank you for more words to explain the why.
It would be even worse if the direction to go to New Halas is because items aren't available elsewhere. (I didn't try buying my level 10 book yet)

I just got this mail too, now that Alfred Ironforge (in the QH shipyard) is finally training Qeynosians to craft past level 9.

I am a new player, recieved this mail and thought that New Halas was a place I would go after the next level increase. Definately misleading
