Nobody said it ... but it is the logical progression. Think of doing all the work, then having to do it again each expansion. Up to a certain point, then it hits a build that lines up with basic TLE.
Now if you look at previous populations you would see that DOV is the point when the server pop severely dips. SF is the last expansion when the pop is decent.
The obvious logical conclusion is making a version of the game that runs from classic to SF... and then leaving it there.
This is what p99 does and is successful doing...
Also remember this will be a separate "version" of EQ2... and will never mix with the live/TLE environment...
