Guardian Moderate VII

There were some excellent suggestions in the beta forums for the current expansion for things like a proc for the guardian and his moderated target. I remember some.
1. A proc that would drop the moderated target to the bottom of the hate list if they made it to the top. This would make a fun push/pull game for the tank and moderated target.
2. Few other procs ideas for same scenario: an xfer, a short buff, etc...
3. General buff for tank/target on top of the current buff
IMPORTANT: AFTER THE REMOVAL OF THE ADC DEBUFF

Don't use the CA now - and didn't brother to update it.

And that is exactly what is wrong with the current version of this CA. That you'd want to use an older version over a newer version.
Other than top end raiding most scouts now will have more ADC than they need against most mobs so it ends up having little or no effect. If you are grouping with one who has low ADC then you most likely won't need the hate reduction anyway. I presume everyone is running a Vampiric Requiem and putting Shoulder the Burden single target on the highest DPS in your group. The additional 3% Threat transfer up to 18% is helpful. It makes my life much easier.
