Blast of Devastation Boost (not just for Wizards)

If Blast of Devastation is to be of use to a Wizard, and it does require spending significant AA points to fully utilise and maximise, it should have a significant Boost to effectiveness by at least 100% and be both insta cast and cast on the move regardless of mystical field ability.

Instead of just saying “bad idea” and making sarcastic comments, what is your suggestion and what class/es do you play?

Increase the base damage by 10%, remove the frontal cone and turn it into a blue AoE ability.

When your stacks are full and E'ci's becomes insta-cast, Blast of Devastation is also insta-cast. And since most, if not all, Wiz don't blow their stacks casting frozen rain, since it's damage isnt worth it, BoD stays insta-cast with full stacks.
