It's the only always-up raid buff berserkers get, and reuse is generally always routinely capped and weapon damage is extremely specific that often is not useful. So adding a more generally useful cb/cbo to the ability through AA would put it more on par with other tank raid buffs, compared to unholy strength and similar buffs.
