Amazing Reflexes - Can be Amazing

The title would make more sense if the brigands reflexes were more amazing. 19-22% Strikethrough does not do really much at all. Even achieving 100% is difficult as it is.

I would consider possibly changing out the stikethrough stat. Leaving the percentages the same for now and making the class more entertaining with a faster BASE cast/reuse speed as to about half speed of assassin castings from the AA. This will assist in having more casts per a min, and also be inline with the triggering thieves guild and Dance of Metal. Brigands have some dps issues, however this could be a unique solve over increasing damage every few years to fix the class output.

By BASE Reuse/Cast speed, this is referenced to a combat art that is capped in reuse/casting speed.
Attached is a capped brigand combat art called Dispatch. If Amazing reflexes gave a 20% reduction it would modify the ability as such below.

Example 1: Capped Casting speed is 0.25 w/example of 20% Amazing Reflexes. This would reduce the BASE casting to 0.20s roughly

Example 2: Capped Reuse is 30s w/example of 20% Amazing Reflexes. This would reduce the BASE reuse speed ability to 24s.

Just another way to think about it instead of always adding new stats that change over expansions, wheras this should not change as often.

Base reuse or casting reduction effects are a manually built effect that adds an absolute override to each individual effect and each stat that is changed. For examples, if these would be two of the changes to be made

Reduce Toe Tapping's base casting speed and reuse speed by 20%
Each of those changes would take about 30 minutes to implement and test, and if another ability already reduced the base casting speed of Nose Itch, whichever of the two effects applied latest would override the other.

In short, a change that makes a slew of override effects to other abilities would be a very large time investment, and any request would need to be very specific about which abilities they want to override. A single change that includes 20 overrides of other abilities would completely deplete that classes request time for a calendar year for that single request.

Would a better and simplified request be to change strikethrough into in-combat run speed? Therefore not modifying other abilities.

or maybe something more beneficial, such as Crit Bonus/ Fervor Overcap?

How about increase base reuse/casting of just one ability since its challenging on multiple? Id vote for Forced Arbitration since it works well with Crimson Swath. An extra cast would be nice in this combo.

Amazing Reflexes strike through attribute should be replaced with in-combat run speed and leaving the base percentages where they are. This will also reduce the workload of changing other abilities and allow the brigand to quickly complete other tasks, like clicking things during raid within a time frame. Could we consider making this change?

Examples
Expert: 19.6% In-combat Run Speed
Master: 20.4% In-combat Run Speed

I can see why it modifying base reuse/recast would be difficult/time consuming but it seems like a change to convert the strikethrough to in-combat run speed would be a good compromise.

Doesn't make them stronger in terms of DPS but does give them a little more utility to be runners in groups/raids for strat execution like long distance add pulling or interactable.
