AA Killing Blow buff ideas

Atm this gives 27.5% chance to do damage on a melee hit but the flavor text indicates it was suppose to be a 2-10% verdict kinda thing. I would like to see this maybe do some kind of buff when mob is low on health
  • If mobs health is between 2%-10%
    • On melee hit has 27.5% chance to cast Killing Blow. Lasts for 5 seconds.
      • Grant caster 100 effectiveness to all stealth skills.
Something like this would kinda bring back the interesting flavor of the description. could also change the effectiveness to be cb fervor potency whatever. Or something a lil more basic like have to keep the damage on melee hit but then 5x the damage when the mob is between 2-10%. like suggested below.

      • Inflicts x-x damage on target. (5x damage here)
    • if mobs health above 11%
      • Inflicts x-x damage on target. (reg damage)
