Hit level 130, then start researching. You have to have the cost requirements upfront to start. It doesn't take them from you until you are complete, but you can't start unless you have the status/plat available.

Sorry, I thought you were asking about research. Research isn't a quest. You just go to the researcher, start the research and come back when it is done and pick it up.

The are crafting dailies in Aether Woughtlands (spelling?) that will, among other things, reward a crafting research reducer for 1 day.
