Confirmed War and Wardrobe HQ can't be progressed

Now that Crow's Resting Place is accessible, I went in there for SoD and for War and Wardrobe updates. None of the front tables were clickable to get the Ace for Fippy to progress the HQ.

I was able to get the card at:
-9.37, 0.52, 1.31
Talking to Fippy then advanced the quest.

I am now stuck at getting the old Teir'al gemcron from the aqua goblins. I killed >130 encounters without a drop. Am unsure whether I am just v unlucky or the item is not dropping.

The quest needed a fix for a the creature classification, it's fixed for the next update.
