this is intended. crit bonus as a stat is not unlocked on the tle until DoV. All focus effects or aas that give crit bonus as a stat are blank until then this applies to Focus: criritcal dmg (2%cb buff) shared by all classes as well as for that healer focus effect. after the dov launch it will give the correct amount of cb
