No, they are not smart loot, as the generals who have crafting alt armies lined up behind them often need stray bits and pieces for said alt armies.

No-one needs "stray" bits and pieces, if by stray you mean "uselessly random". Please reconsider this?

but if it is smart loot and you "need" something then you can just "get everything else" and then you will be sure to get the thing you "need!" rather than get 20 copies of carpenter vol 3 or whatever lol
