Currently this AA improves the mitigations debuff of rebuke for temps and shame?[need an inq to check this out cause I don't see a shame for inqs - the inq spell with the same incon is condemm which at max level doesn't have a mit debuff, just a combat mit debuff] for inqs.
For temps this only affects the physical mitigation debuff amount and not the combat mit debuff amount on rebuke.
Proposed change: Have the AA also improve the combat mit debuff. Increase the amount of the boost per a point to 5%.
