This prestige option is only offering 1.5 crit bonus at max 3 points. Even with the 12 increments its only a total of 18 crit bonus for the group. I would recommend that starting point in Empowered Dominion be 25 crit bonus, second point 35 crit bonus and final third point be 45 crit bonus.

While the values proposed sound good, we may want to specify that it should have some sort of level-scaling factor built in, so that it will be somewhat future-proofed and won't need to be revisited again in the near future. Otherwise sounds like a great change to me.
We could do something like 25/35/45 per stack for ranks 1-3 at level 130 like Rothbone suggested, then with the *1.74 per 5 levels that Caith mentioned in another thread about level scaling.
