Similar to decimation, perdition was supposed to replace netherealm but ultimately ended up being generally worse than its older version. Not only is perdition less versatile than netherealm but it also does less damage if your group is running noxious damage to help proc it.
I think a good solution to this problem would be to change perdition into a passive version of netherrealm, but without the noxious damage requirement. This would help locks be more consistent in aoe combat while giving perdition a use outside of extremely long range fights. To counterbalance the uptime being effectively doubled, the damage could be reduced to 75% of what netherealm does.
