Over Encumbered out of the city with strong boxes?

We start from these chests which add a debuff to this dubious assumption. Ugh.

Let's stay on topic, this debuff has no meaning if weight is no longer taken into account, if strength no longer determines what you can carry, if simply 1 chest adds this debuff outside mains cities.
No point in adding this nonsense to compensate for a mechanism that is impossible to implement .
Either you can do the same or you can't.
A debuff in 2006 did not exist.

They never said it was going to be an exact clone of 2006. There are quite a few things that are different either by necessity or design.
Yes, the debuff didn't exist in 2006, but weight did. This is their chosen solution for the inability/decision to not add weight.

You can complain, but much like the hiked up prices for fuels and gutted crafted item sellbacks, it's probably going to fall on deaf ears.

Yikes, havent played this game in prolly a year or so and strongboxes have never been a carry weight issue, but suddenly are? Of all the dumb ass changes a game could make, making carrying strongboxes make you unable to move is pretty dumb.
You can get 6 backpacks with 40 slots, but carrying 6 boxes with 40 slots is to much? Like, theres no good reason why that should be a thing.....40 slots is 40 slots, whether its a bag, a box, your butt.....like omfg....

Trying to add "realism" to Everquest is probably the funniest thing ive ever heard.....

It had nothing to do with realism. They added new larger boxes to the marketplace and wanted them to be bank only. So they made all boxes that way for ....reasons.
