Jerben is the Housing NPC / vendor in Starcrest Commune. He offers the housing quest, now. Which is fine.

However he should offer a quest “Batwing Crunchies” — this seems to be missing. (It's actually a quest that we have on Live, where he was re-located to Qeynos Harbor in LU64.)

Yes, please restore this. I love not doing this quest as I love to hear him crying out about his crunchies each time I go near him. This is the number one nostalgia quest for me that I remember from launch that stuck in my head.

It was removed in an update prior to LU24, and then restored in the city revamps years later. As unfortunate as it may be, his quest being absent is true to the era.

I fondly remember him extolling his batwing crunchies, too.
