Inquisition power replenishment.

One of the things an Inquisitor was good at initially is his ability to restore power for himself. It is no longer the case. At some point the amount of power Inquisition restored had been turned into a percentage and we pretty much lost our advantage here. It is especially vivid nowdays with all power drains we have. Please turn it back to a non-percentage state.

This was done a few expacs ago, lots of power feed abilities got moved to % based, one of the worst nerfs was for defiliers where the grp power feed they had was nerfed into oblivion, however this has since been reverted back to a number rather than %, so yes I think changing the inqy one would be good as well (or at least upping the %)
