Ice Comet - Stacks

Ice Comet should share the same reduction in cast time that E'CI receives when building stacks of frozen solid. This would allow wizards to have options for single-target vs. AE fights. Ice Comet better reflects the wizard's original role as a single-target damage dealer.

it should also have the same chance to reset fusion to make it worth casting in a rotation.

If this change is considered, then it should also hit for a LOT more than it does. Signature spells, if this is to be considered as such, should have 100% strikethrough and hit for huge damage.
