This ability is the mirror ability to the Bruiser One Hundred Hand Punch but it does 1/10th the damage. Bruisers received a major buff to abilities in RoS to get them even with Monk DPS at the time, but then, 6 Months later, Monk DPS was crushed due to Dragonfire nerf at start of VoV. Now there is a major imbalance in CA damage from Monk to Bruiser.
