To my knowledge there is no 3 second limit is there?
It is my understand that what Divine Execution does is it removes the: "Only applies after successful Jab, Kick and Punch"-requirement, and enables you to use any 3 hostile abilities to proc it. With Global Cooldown it does end up being just about 3 sec though.

Whether that was intended or not is another question :D

Regardless, it could certainly use a buff and make Combination proc off every 1 hostile ability instead of taking 3 hostile abilities.

Nothing to do with any cooldown. You can test it yourself quite easily.

Pop a training dummy, cast divine execution, start doing hostile abilities one at a time and you will notice that the first proc happens after 3 hits.

Combination requires 3 hits to proc in its original format, so it just removes the CA type requirement.

It is most definitely bugged and is normalizing to 1 hit every 3 seconds. Or at least, based on the wording, it should not be limited at all.

Either way, it needs to be removed.
