Bug or am I missing something?

RoR - today I earned enough Sandstone tokens to buy the pattern for Hizite Saddle of Harvesting. This is what the recipe shows it makes:

When I created the product, though, it only gave 0.6% to rare harvest. I confirmed this is what it actually added when attuned and equipped - not just a display bug. Here's the product I made:


I'm a level 83 Adventurer - 130 Crafter. I would assume that this was a character level issue, but any other saddle or Hackamore I've made for crafting / harvesting buffs produced the product as the recipe indicated it would. This was definitely a waste of tokens as a lower-level Acrylia saddle of harvesting I already had has 10.3% to the stat. Any ideas?

This SHOULD be a bug, since other crafter mount gear isn't affected. Essentially, while any level 125+ crafter can equip that nice harvesting gear, for certain items the stats scale with your adventuring level. The Plateaus and Hizite harvesting saddles are a particularly annoying case, since these were the last and best rare-harvest gear available. The Zimaran and Scars harvesting saddles seem to work correctly but those buff bountiful harvest, not rare harvest.

I raised something like this as a bug back when VoV was current (since the same infuriating scaling was applied then as well), and, well, crickets. It could be worth trying again, especially since later gear seems to work correctly.
