I have purchased the entire outfit for all 15 of my characters and noticed that the boots don't appear on any of the characters that wear heavy armor. Berserker - skin tone slippers, Paladin - skin tone slippers, Templar - skin tone slippers. Example character Twyla on Skyfire.
To clarify which ones. They are the Jolly Bristlebane Boots from the holiday vendor. For every character that wears heavy armor they do not appear as the holiday boots but the generic skin tone boots. This also seems to happen with most appearance boots for them.
