this aa currently gives a potency modifier and needs to be changed over to effectiveness i suggest
- "Increase effectiveness by 15" per pt
- At 5 pts remove the 8 trigger limit on lightning palm as the overall damage of this temp is insanely low and not worth casting for 8 hits.
